I went to the config.sys of my notebook computer and it showed a 'vio_ ' where it had the settings for the video. I thought my notebook computer had a WD video chipset. Does this indicate a different video chipset? I go into 'selective install' to change the video setting but it refuses to change (it makes a sound - a bell - until I exit 'selective install').

Does the line look something like this:

SET VIDEO_DEVICES=VIO_SVGA

since above is for the dos part.

Okey, the VIO is the virtual devices for DOS. If you check you config.sys you would find the same for other devices such as the COM ports drivers etc.

Since I do not have DOS support installed, would 'REMing' it out affect the way it boots. Currently I am unable to change the video settings in selective install. Would REMing that line out in config.sys allow me to change it (the video settings in selective install)?

If you have problem to change the drivers used for the graphics card I suggest that you boot up the system in command line mode, ie using the ALT+F1 feature and choose to boot to command prompt. When there just write SETVGA to reset your system to plain VGA mode using OS2s VGA drivers. But now it should be easier to change the to what ever drivers that you want.
