Is it possible to create a utility 'diskette' using a mini-cdr or mini-cdrw? They are small but one can hold more than what four diskettes (1.44 meg byte) can hold. Can one make a mini-cdr or mini-cdrw bootable?

I guess if one could make a mini-cdr/cdrw bootable, one could make a mini-cdr/cdrw utiltiy cd(?).

Sure. I put BackAgain 2000 and DFSee on mine along with an editor for the config and some other stuff.

My thinking was to copy all the files that are placed on the utiltiy diskettes onto the mini-cdr/rw after it was made bootable. Would this work?

Putting those programs (DFSee and BackAgain) on it is a very good idea.
