Currently in Ecuador we are requesting the same thing. There is no need for ooxml while ODF is currently an standard.
And seems that MS have some secret documentation about ooXML which will make the standard incomplete, and not freely usable.

For the moment in Ecuador is only an intention to use Open Source software for everything on the goverment. But currently there had been no law to make it mandatory on goverment institutions. But Linux has an important space on the Ecuadorian market.

Usually when a large company or if a government office talks about looking into linux or even start to use it, Microsoft usually comes back with a nice price cut off to keep the customer.

For me it's hard to understand how a single company can ask for a new ISO-standard? A standard can not be owned by a company, it must be an agreement between several major companies, other intresents, etc. that makes it impossible to make it closed. The commity should reject their suggestion since it doesn't fulfill that demand.
From what I have read on Internet, Microsoft was part of the commity that was working on a new standard that brought the new ISO used in OpenOffice, Open Document Format. Why not use that standard also in Office 2007? The answer is probably they can't lock in customers that way?
