I am using a non-OS dependent box to display TV on my computer monitor:

It is called, "KWorld TVBox 1440ex". The only issue with this device is that it is analog only, meaning that when analog signals are no longer being broadcast, you have a nice paperweight. However, if you use cable TV anyway, then this would not be an issue.

I do like the ability for PIP (Picture in Picture) and being able to switch to full screen. It can also be connected to a DVD player, which can accept a 480P signal, instead of broadcast 480i, which can be grainy.
