Now I'm getting what you mean with "Settings Notebook".
Do you like it as "Notebook"?. Because in my limited knowledge of OS/2 Programming those "Notebooks" was common on Warp 3 and the GUI was updated to use "tabs" on Warp 4.
I'm guessing that to create this you need to use the "
Presentation Manager" functions. Here are some

I don't know about creating "Settings Notebook", but the good thing is that Nice Enhancer is open source and you can
check its source code. If you are looking some other libraries to assist your on development I think that you should take a look at the Qt Libraries that the community has ported to OS/2. There
is ported Qt4 and some other development tool like
Qt Creator (IDE) and
Qt Designer (GUI). There are other important visual development tool for the platform (and some may be easier), but I think that Qt has the advantage to be a project that as recognition outside the OS/2 community and it is also open source, while some other tools may be hard to find abandonware that are close source with no option to evolve.
