Given that there is an OPENJFS, is there any reason why this couldn't be built on FreeBSD?

Sorry, but this forum handles OS/2 and its successors, FreeBSD isn't one of them. So I think you don't get an in depth answer on your question.

The big one is licensing. The Linux fork is GPL whereas FreeBSD is BSD. Of course that only hinders distributing so if you wanted to adapt the Linux code to the BSD kernel...
