What is this desktop?

Hi.
I'm just making some comments about the world of strange funny things.
I was looking at the picture of this article:
http://www.adslzone.net/2016/05/30/os2-sistema-operativo-ibm-podria-volver-arcaos/
Initially I didn't paid attention to the picture but checking it out it looks... I don't know.... like it does not fit the regular OS/2 Warp 4. The navigation buttons, the "vertical bars" on the menu bar ? the warpcenter ?
I would vote that it is Windows Me with a OS/2 Warp theme.
Any comments?
Regards
