Well.. thinking of it for a moment.. can a notebook make use of PCI cards? ; )

There's mini PCI cards for notebooks.
You should look at FreeDOS, I believe it has USB support as well as support for most modern hardware and is very compatible with older versions of DOS

IIRC Jans FreeDOS DFSee version https://www.dfsee.com/dfsee/media.php has all these USB stuff integrated. Maybe you want to test his ready to go FreeDOS image.
