Create a directory for it in the Programs folder on your hard drive
Need to download, extract and copy the files to your Programs\eAccounts folder

Download, extract, and copy EACC12 exe to the eAccount directory replacing the eacc11 exe.

Yes, KeePassXC is probably the best and safest one. Local storage only, no browser add-ons, no mobile versions, no telemetry, implemeted 2FA. It was recommended to me a from the data center of our institute a few days ago. I've read that it started as a fork of KeePassX. I'll start with KeePassX on OS/2 in the future.
BTW: KeePassXC uses Qt 5 and has no OS/2 port. KeePassX uses Qt 4 and an OS/2 port exists.

Yes, but with libgcrypt ported (Thanks KOMH), and the Qt 5 port coming along, it should be portable. There's a couple of other requirements, which are likely portable without hassle. The big one is having a cryptographic library with a good source of entropy for password and key generation.

Have a look at http://joopn.home.xs4all.nl/os2ecs/ecs6eB.htm or in Dutch http://joopn.home.xs4all.nl/os2ecs/ecs6nB.htm. Of course you need Java 6. If that is not enough, let me know, there are more out there for Java ;-)
