Personally, I use File Commander for things like a cmd line text editor, file manager etc. Shareware but no nags etc, http://silk.apana.org.au/fc.html

There are OS2 Versions for VI (https://ecsoft2.org/vi-improved-vim) and Emacs (https://ecsoft2.org/emacs) but also others on Hobbes (https://hobbes.nmsu.edu/?path=%2Fpub%2Fos2%2Fapps%2Feditors) or ECSoft2 (https://ecsoft2.org/applications-editors-and-viewers)
