VLC Crashes While Streaming

Hey all,
I am trying to use VLC 3.0.19 to stream some IPTV. It loads the playlist and starts streaming but crashes and locks the system after a few seconds, has anyone else had this issue?

NASA TV from YouTube works fine today on VLC (Media - Open NetworkStream) - https://www.youtube.com/watch?v=21X5lGlDOfg
Also found this free M3U8 that also seems to works fine on our VLC:

By the way I'm using VLC 3.0.20.

I found that vlc doesn't like slow connections.

Does it work okay for other videos or is it just IPTV?

Local videos appear to work just fine. I have a 1Gb connection, so I think I can rule out a slow connection. For $hit$ and giggles I pulled the heatsink off the CPU, and surprise surprise the thermal paste had dried up.. going to fix that and see if it helps. This system has had other random issues. I checked the RAM, and it passes all tests. Will get back here in a few days after some more testing. I can play the 'Tears of Steel' video but it starts getting choppy after 30 seconds every time. The YouTube video does not play at all.
