Just stumbled upon: https://freecomputerbooks.com/Rexx-Programmers-Reference.html

which is the second edition to Howard Fosdick's Rexx Programmer's Reference. Apparently it is licensed under a Creative Commons license, which gives you the possibility to obtain the book free of charge.

Hopefully (my wish) there will be a printed version of the book in the near future.
