It seems to me that you are having troubles doing step 2:

This means current drive and current directory must have be set before.

I also had problems with this approach. I installed a Warp 4 in a virtual machine with IBM Works. I then took over the finished installation to ArcaOS. Perhaps someone can help out with an existing installation and copy it to you.

Everything that is necessary is the complete IBM Works installation directory and the following files from the \OS2\DLL folder:
fpwrec.dll, fpwwpps.dll, ien30pde.dll, ien30pwr.dll

With the Rexx-Script "Ibmwdesk.cmd" included in IBM Works, the program folder on the WPS is generated and the necessary additions to the config.sys are made.

Note: The instructions refer to the German version of IBM Works. It may be that the files in the OS2\DLL folder may have other names.

I removed everything from D:

unpacked bonuspak.zip at the root of D:

Modified Source and Media to point to D: in  bpbase.rp

Copied from IBMWORKS Contents from Warp4 CD to the path create when I unzipped bonuspak.zip.

Opened CMD, not 4os.

Ran ibmworks.cmd (from the bonuspak.zip, in the root of D:) - It started the installer and was done, before I could read anything on the screen. Unfortunately, it didn't leave something on the command like - install successful, not did the installer screen stay up, waiting for a close now.

But, when I went into Programs>Installed Software, there is IBM Works.
