Filestar is a well thought of File Manager:
http://jaread.net/software/FM/2 is also well thought of:
http://hobbes.nmsu.edu/h-browse.php?dir=/pub/os2/util/browserThat link has many file managers, some mention being Norton Commander clones (those are all older but should work as well now as they ever did but I don't anything about them).
Larsen commander is the one I like but use the above two as well:

Flex edit at the same site as Filestar, I haven't much experience with it.
QT based editors probably the best chance of having tabs (there are some I know have tabs but don't have line numbers)
http://trac.netlabs.org/qtapps/wiki/QT4%20Office http://trac.netlabs.org/qtapps/wiki/QT4%20DevelopmentI used to always use ae.exe (likely what you are using as e.exe) as it had line numbers (have to turn off wrap) but it didn't have a goto line number. I only stopped due to it rebooting my system, have several systems it is doing that on but haven't figured out why.
I now use NEPMD but it uses the Enhanced Editor as a base so probably still wouldn't work for you but in case it would change something so that it works:
http://trac.netlabs.org/nepmdIt doesn't have tabs but does have line numbers and can jump to line numbers.
efte that Dave mentioned I have used and it works well but haven't ever looked for jumping to a specific line number.
