I can get on the internet, but I haven't had any luck using netbios over tcpip to access any shared folders on the host os (not that I'm any good at that). Are you saying I can ftp to the host?
You can install something like
http://hobbes.nmsu.edu/download/pub/os2/apps/internet/ftp/server/ftpser_2.5.zip (recommended server) on OS/2 and ftp to it or install a server on Linux and use the OS/2 default ftp program (either cmd line or graphical).
Netbios is old and hard to get newer stuff to use, so you would need to install Samba, either the client, which would be easiest or the server.
To install the client, you will need to install a bunch of stuff, which is packaged as RPM's. Easiest is to install the Arca Noae Package Manager (ANPM) from here,

This will also allow you to install GCC etc as well.
