I recently installed eCS2.2B on a new partition because I had to much trouble with the old installation (also eCS2.2B). The new installation should be a clean one. In both installations I have installed FF 38.8.0, and I have installed Flash (warp-in) from the same downloaded folder. All requirement is followed. I have compared the two installations and they are identical (config.sys, moz_plugin_path etc).
Anyway I can't run videos based on Flash. I always get this message: Sorry, you need Flash to play this. Enable it in your browser or download Flash Player here. I have deinstalled and reinstalled Flash Player a couple of times and get the message about successful installation.
Any ideas that can help me?

Did you run odininst.exe (in odin\system32)? Possible you have registry corruption? Perhaps move the registry out of the way (os2\system\USER.DAT/SYSTEM.DAT) and run regedit2 to rebuild the registry and then run odininst.exe, the reinstall Flash.

All requirement is followed.
It seems that they forgot to include ffmpeg in the requirement list. Perhaps that will help.

FFmpeg is not a requirement for Flash. It is a requirement for some webm content, namely H264+AAC and will only be used if the libraries are on the LIBPATH so is a good idea to install.

Thank you for your proposals, but they do not help me.
But I now see a difference between the two implementations of eCS2b2. When I open the Add-On manager under Tools and click on Plugins there are two Plugins in the old eCS2b2: OpenH264 Video Codec and Shockwave Flash 0.4.2.0. The last one is not in the new installation. That is obvious the reason for my problem. But I don't know how to fix it.

Looks correct. Assuming that your Odin install is also good, perhaps a problem with your profile.
You can try a new test profile by running Firefox.exe (or the equivalent run! command) -profilemanager and creating a new test profile. Use the same command to go back to your old one.

Now Flash works with the new test profile. The next step for me is to copy the content of the old profile to this new one. I believe I just copied the whole profile from the old installation to this new one and that was not the right way of doing it. There is a description of the right procedure somewhere under the Help tab, so tomorrow I will copy the data the correct way.

Sorry, getting forgetful :) First try deleting pluginreg.dat from your old profile (with FF closed) and retest. You might be able to keep using the old profile. Use -profilemanager to switch back and forth.
If you do need to use the new profile, Google should find the mozezine (sp?) article on the correct way to do it
