Well, we have talked about this topic earlier and while now other people indicates that there is a need for a small change regarding bounties rules. One suggestion made by Björn, our bounty manager, is that we should only accept new money if the individual (or company for that matter) is willing to initialize the bounty with some starter money. If not, why should we accept an bounty if the person who suggest it, doesn't believe it enough to sponsor it?
What are your thoughts here and what could be an acceptable starter fee - $5, $10 or $25?

basically, I agree that an open bounty with no money in the pot doesn't look very inviting and that this should be changed.
On the other hand, I feel that one of the nice facts about the bounty system (in its current state) is that *anyone* can suggest a bounty because he/she has an idea or need - regardless if he/she has money available to sponsor the bounty.
Let's see how we can make both ends meet - what about this:
Users can still suggest a bounty without spending money. But: If nobody has sponsored that bounty for -say- 1 month, it gets closed and waived.
That way, we will have open bounties were at least 1 person is willing to pay (something) but still people can come up with ideas without having to pay for it (or losing their money, whatever...).
Let me know what you think of that (and if that is feasible or too much work for the bounty admin)

I think your compromice is a very good suggestion for new bounties. Let's go for it and it's not all too much work for the admin!! 8)

Suggestion taken, also it really easy to handle since joomla has a parameter for each article for how long it should be published. So when posting a bounty suggestion we just have to add on a month on the given date and the bounty will go offline when timed out.
