I don't know, not from me, sorry.
Compiling speex was easy and it was more a sideeffect. A patched version of speex
is handy here for playing calls of an answering machine implemented in the newest firmware
of a DSL-Router sold here in Germany (Fritz!Box 7170 from AVM).

This was the reason why I tried to compile this lib/application. Voip was not my intention.
But perhaps someone else can use this lib for such a task.
Of course I had a short look at the voip apps mentioned on the speex homepage, but these
seem to be all very fat ones and nothing easy to compile for OS/2.
BTW (nothing to do with speex): Perhaps someone can port gphone
( http://gphone.sourceforge.net/ ) or at least one lib it needs ( librtp-0.1.tar.gz )
I tried, but configure (for librtp) fails with nasty errors. The other lib mentioned
( gsm-1.0.12.tar.gz ) compiles nicely.
