Microsoft began offering an OS/2 2.0 SDK for $2600 in December 1989. This offering included pre-release versions of MS OS/2 2.0, MS tools and MS  language products followed by retail versions of each of the products in their final form. When Microsoft discontinued their OS/2 2.0 SDK in October 1991, without delivering the retail versions, MS SDK developers had to change their development environment. Many of these developers chose to accept IBM's offer of a no-charge program of pre-release versions of IBM OS/2 2.0, IBM Developer's Toolkit for OS/2 2.0, IBM WorkFrame/2 and IBM C Set/2.
