Seems that a BIOS feature of this machine gives problems while installing and executing ArcaOS 5.1. The "Enabling Memory Mapped IO > 4GB" is Enabled by default and needs to be disable.

According to Dell's site, the "Enabling Memory Mapped IO > 4GB" feature "Enables or disables the support for the PCIe devices that need large amounts of memory. Enable this option only for 64-bit operating systems. This option is set to Enabled by default. "
