DTA stands for Data Transport Agent. It is meant to improve the ability to handle datastreams in OS/2, DOS and Win-OS/2 sessions. In addition it will enable virtual DOS sessions to play sound via a generic sound driver, effectively bypassing the need for sound card specific DOS drivers.
