I found this new on Hobbes:

which claims to be an MPEG4 video encoder and decoder for OS/2. (MPEG4 is the latest ISO standard for video. It serves a different, not necessarily better, purpose than MPEG2). Source code is included, as are compiled executables.

As near as I can tell, it is not a "complete" end-usable product yet. It appears the decoder will spit out separate YUVA bitstream files, which will still need to be converted into something viewable. But this means the really hard part is done and ported.

I am NOT the author, nor do I make any claims to be a video expert. You'll have to go download it and check it out yourself.
