On http://www.os2.jp there is a post about this update to NSIME.  I don't use Chinese or Japanese so I  am not 100% sure, but it appears from translation using http://babelfish.yahoo.com that this is to insert kana Chinese/Japanese characters into an editor.  You can read the post http://www.os2.jp/modules/news/article.php?storyid=2927 (It is in Japanese).

I know nothing about this application.  I am just passing on the news for anyone that might be interested in this feature.
