WGET is a utility to retrieve files from the World Wide Web using HTTP and FTP, in batch mode. The recursive retrieval of HTML pages, as well as FTP sites is supported - you can use it to make mirrors of archives and home pages. Re-getting incomplete files from where it left off works on servers (both HTTP and FTP) that support it. The latest version supports downloading files larger than 2GB, and from SSL sites. Thanks to Paul Smedley for the info.
