Option to let administrator login name be different from its account name.

List owners may confirm an 'unsubscribe' to handle the case of unsubscribing a non-responding address.

Policy change: if an 'unsubscribe' command comes from a list owner and the list requires confirmations, the confirmation request is sent to the list owner rather than to the member being unsubscribed.
